It depends on the terms and conditions of that game. Multi-state, powerball-like lottory as well as Las Vegas casinos don't have residency requirement. Short term foreign tourists as well as out-of-state (for example, non-Nevada) US citizens can take the money home to their county or to their state of residence. Some raffle games do have permanent residency requirements and if so, it's perfectly legal. So read the fine prints.
