关于SSI

请教 ：
母亲在美9年绿卡，申请SSI和Medicand是否合法。她听人讲在美生活的老人有这福利，可是我们邦她申请两次都被拒绝。另如果申请加入公民，可否免考试或用母语中文考，她已满76岁。请教有知道这样情况的邦忙解释，多谢
