I finally fixed

If you steam started updating but the process wont proceed, here is a way to fix it :

Here is a quick fix your problems. In your top level steam folder you will find a clientregistry.blob Rename it. Restart steam and it should update. I was having the unavailable problem along with the failed to get content ticket error."

我自己就是简单地在那个file 前面加了个"1",然后restart steam, 就可以了。大家试试罢。
