Could I use 刷录卡 or R4卡 with DS Lite?

What's difference between Nintendo DSi and DS Lite? My son asked me to buy one for him. Could I use DS Lite with downloaded games? Also I saw some websites said R4 is outdated, what's the newest 刷录卡?
