大学改革法案（版权 卢旭 所有）
一个人，岁数小的时候，前面的世界是无垠的。人生之路，越老越窄。因此，中学，大学均不分专科。大学只分文理，实行素质和整体教育，让每一个人在年轻时具备全面的知识储备。文科大学，经济，法律，政治，社会文化都学，学习起来也不枯燥和无聊。医学，文和理大学都学。
音乐和艺术，将在所有年纪的学校教育中成为必修课。
大学毕业，胜任所有机构的绝大多数职位。 不再需要专门的证书或资格。
大学之后，政治学和法律，金融和医学，专门学习的，需要一年时间。业余学习的，需要两年时间。可以获得专门证书。
所有职位，没有见习制度，只有工作试用期。
现有的教育体系，是为吸血鬼体制培养工具和奴隶的。新的教育体系，每一个人将成为强大的自由人。自由人的社会，一定没有游民巷，是一个不容邪恶的社会，是一个人与人之间真诚相处和互助的社会，是一个繁荣的自由社会，一个充满真情和正义的社会。此法案和以前的中小学等教育改革法案一并归入自由人法案。

1）为了增加男生女生的交往。 所有大学，均同时设立文科和理科。
2）宿舍，同时提供大宿舍和小宿舍。大宿舍应该至少6人以上，小宿舍为男女情侣预备。男女生宿舍需混合，即，一楼层男生，一楼层女生。或，走廊左边男生宿舍，右边女生宿舍。
3）所有宿舍均设立不受限制的厨房。
4）学校内医院，不得对学生收费。
5）学校的生活设施，安保，图书馆等辅助学习设施，由各年级学生形成的民选委员会决定所有管理和服务人员的聘用及薪水。学校刊物，以及任何传播手段均由学生自己完全处理。
6）学校的教授，由教授的学生，采用学生自己制定的规则，集体决定是否聘用，和，除基本薪水之外的一切奖金和待遇。
7）学校的董事会所有成员，由三和四年级学生，采用学生自己制定的规则，集体决定是否聘用。所有董事均需对所有学生主动做出职务和工作计划上的详细解释。
8）学校的预算和规划，任何董事会决定的事项，均需无条件且方便的发放到每一个学生手中。并设立临时机构，或通过教授予以解释。
9）设立Gap制度。学生中途可无条件休学一次。不设年限，但必须在30岁前报到。服兵役可单独算一次gap。
10）政府对学校的任何拨款以上述规定为条件。且政府可采用一切合法方式进行监督和考评。并向所有学生主动报告。

University Reform Bill
When a person is young, the world before them is boundless. The path of life narrows with age. Therefore, secondary schools and universities will no longer separate into specialized fields. Universities will only distinguish between arts and sciences, implementing a holistic education that equips everyone with comprehensive knowledge from a young age. Arts universities will teach economics, law, politics, and socio-cultural studies, making learning engaging and interesting.
Medicine will be taught in both arts and sciences universities.
Music and art will be compulsory subjects in school education at all ages.
Upon graduation, one will be qualified for the vast majority of positions in all institutions. Specialized certificates or qualifications will no longer be required.
After university, specialized studies in political science, law, finance, and medicine require one year. Part-time studies require two years. Specialized certificates can be obtained.
There is no internship system for any position; there is only a probationary period.
The existing education system breeds tools and slaves for a vampire regime. The new education system will empower every individual to become a powerful, free person. A society of free people will have no vagrant alleys; it will be a prosperous, free society, a society full of genuine compassion and justice. This bill, along with previous education reform bills for primary and secondary schools, is included in the Free People's Bill.

University Reform Act (Part Two)
1) To increase interaction between male and female students, all universities offer both arts and science programs.
2) Dormitories will provide both large and small rooms. Large rooms should accommodate at least six people, while small rooms are for couples. Male and female dormitories will be mixed-gender, i.e., male students on one floor and female students on the other. Alternatively, male dormitories will be on the left side of the corridor, and female dormitories on the right.
3) All dormitories will have unrestricted kitchens.
4) The school hospital must not charge students.
5) The hiring and salaries of all management and service personnel for school living facilities, security, libraries, and other auxiliary learning facilities shall be decided by an elected committee composed of students from each grade. School publications and any means of dissemination shall be entirely managed by the students themselves.
6) The hiring of professors, and all bonuses and benefits beyond basic salary, are decided collectively by the students themselves, using rules they themselves establish.
7) The hiring of all members of the school's board of directors is decided collectively by third- and fourth-year students, using rules they themselves establish. All directors are required to proactively provide all students with a detailed explanation of their duties and work plans.
8) The school's budget and plans, and any matters decided by the board of directors, must be readily and unconditionally distributed to every student. A temporary body should be established, or explanations should be provided through professors.
9) A gap year system will be implemented. Students may take one unconditional leave of absence. There is no time limit, but students must report for duty before the age of 30. Military service can be counted as a separate gap year.
10) Any government funding to the school will be subject to the above provisions. The government may use all legal means to supervise and evaluate the funding and will proactively report to all students.
