中国有条件开放稀土，美国又会释出什么筹码呢？

昨天两位老友通了电话，今天中方就有动静了：

BEIJING/WASHINGTON (Reuters) -China has granted temporary export licenses to rare-earth suppliers of the top three U.S. automakers。

正所谓言必信，行必果。快。

那么，米国会释出什么筹码，何时释出，抑或没有筹码，就吃个豆腐？

不，拒绝中国留学生赴美不是筹码。
