In general, you will likely need to pay tariffs (duties) on goods shipped to the U.S., even if shipped before a deadline, unless specific exceptions apply, such as de minimis rules or trade agreements.

To clear goods through customs, you need to ensure all required documentation is accurate and complete, pay any applicable duties and taxes, and comply with relevant regulations, often with the help of a customs broker.

Here's a more detailed breakdown of the process:

1. Documentation:
  • Invoices: Commercial invoices detailing the goods, their value, and quantity.

  • Packing Lists: A list of all items and their quantities within each package.

  • Bills of Lading: A document issued by the carrier acknowledging receipt of the goods for shipment.

  • Import/Export Permits: If required for the specific goods being imported or exported.

  • Harmonized System (HS) Codes: A standardized system for classifying traded products.

  • Certificates of Origin: Proof that the goods were manufactured in a specific country.

2. Customs Declaration:
  • The importer or exporter must submit a customs declaration form providing detailed information about the shipment.

  • This form includes details like the type of goods, their value, the country of origin, and the intended destination.

3. Examination and Inspection:
  • Customs authorities may conduct physical inspections, x-ray screenings, or laboratory testing of the goods.
  • This ensures compliance with regulations and identifies any potential issues.
