无法挽救银行危机，除非立即提升debt ceiling。但是，没有共和党的配合是不可能的。拜登最近的预算计划又是打手大脚，估计共和党是不可能合作的。

如果debt ceiling无法提升，联邦政府其实没有余钱来救银行。
