Should travel time be included in the service bill?

二周前的周六我让plumber 来修burner

修了1小时 ，但我的bill charge 是1.75小时 plus truck services 

我打电话回去问，他们说the extra 0.75 小时是commute

真是这样吗？以前也让plumber修过水管啥的，好像没有travel charge 呀

谁有类似的经验啊
