答智兄

读了智兄的大作，感到了智兄心中的委屈、不平、苦恼和担忧。也能感受到了智兄
对故乡、对平民百姓的热诚和挚爱。当今的中国，虽然取得了长足的发展，但依然
是内困外患，治国不易啊！那么，什么才是一个理想的治国之道呢？愚弟以为是八
个字：发展、公平、效率、稳定。它们是相互相存、相互协调、缺一不可。在老毛
的时代一味地强调公平，而忽然了发展；老邓的时代一味地强调发展，而忽略了社
会的公平；这正是智兄所担忧的。老江的时代是一味地强调稳定，而更本不去改革
与改进；使我们使用了过多的社会资源、经济资源、况境资源、政治资源等以取得
现在的发展，也就是一个低效率的发展。所以要取得长治久安，“发展、公平、效
率、稳定”这四方面必须相互协调、相互支持。当然纸上谈乒易，实际操作难。国
内的种种矛盾、国际的种种压力常常风云突变，使我们不得不放下原先的计划，而
强调某一方面。这仅仅是为弟的愚见，不对之处望能批评指正。
