The yard is usually not covered by lease

Why does the neighbor complain? Put a 30 days notice to cure.  The cure including start the permit remediation process.   If he won't start the permit remediation in 30 days, notice to evict. 

But like I said, lease usually doesn't cover this, so it might be difficult to evict.  But evict nevertheless.
