Contractor 威胁 file a lien, 怎么办？

A contractor 来做inspection，我之后把我已经有的insurance claim (hail damage) estimate emailed给他。我想把一些不在claim里gate post , chimney, siding和窗户一并修了,请他quote。他之后叫了一个handyman 来看chimney and siding, 然后他自行联系insurance adjuster for supplement. 我后来决定不让他做了。今天收到他的email, 说他和我有verbal agreement, 要我付$1,500。我怎么办？
