洛杉矶县不能赶有火灾受害人同住的房客？

我看州长发布的紧急令中说: prohibits landlords in Los Angeles County from evicting tenants for sharing their rental with survivors displaced by the Los Angeles-area firestorms. 是不是出租房房客只要让有火灾的受害人住，就不能赶人？
