问个技术问题：如何更换出租房里的 general water valves?

有一个出租房里的两个 water general vavles 因为老旧， 开关水时已经明显地感到 水阀不太起作用了。有时， 水阀关了好久， 水管子里还是有小水流。

想请人或自己把两个general water  valves 更换掉。

这一操作是不是 先要和 水公司联系把水关上。
