关于registered emotional support animal收押金

请教大家，如果租客的猫是 registered emotional support animal，是不是就不能算pet了？不能收任何pet 费用？ 这样的话可以多收些security deposit吗？现在广告说是收一个月租金做deposit，可以随便改吗？ 多谢
