以往都是在租客入住前收取 first+last+1 month security deposit。
刚听说州政府2024有了新政策：a limit on the amount of a security deposit that
a landlord may require. During the first year of a lease the landlord may not require
a security deposit of more than two months’ rent. At the beginning of the second
year of a lease the landlord may not keep a security deposit equal to more than
one month’s rent and must return any money greater than one month’s rent still
being held as a deposit.
现在知道了这个新规定，添了很多烦恼想请教老地主们。
1，住了超过1年的房客我现在都要给他们退款吗（last month rent）还是装作不知道。
2，如果没有了last month rent在手，租客如果一旦不交租启动进入驱逐程序，保证金
势必被充作所欠的租金，然后后期的所有维修费用都得房东自掏腰包损失。
