房客想在院子里paved area装一个gazebo, 这个有什么隐患吗

一对男男couple, 平时相处还比较easy. 今天问我能不能在泳池的screen外面paved area 装一个gazebo. 这个可以同意吗。当然我自己同意后还要去问一下HOA 允不允许。
