江湖救急，toilet tank不停蓄水是不是只能整个换Fill Valve？

之前flush后蓄水特别慢，检查后发现Fill Valve Cap 那里漏水

照着油管换了一个seal后，变成时不时的不停蓄水，水位很高了，好像fill valve 也不停止，怎么调节都不行。

这下没修好，只能关水，不让用了。网上找了个图片，换了那个黑色的片。

接下来怎么办，是不是要把Fill Valve整个换掉？
