请教新房crack的问题

现在想买一个新的condo, 很多窗户有小的裂缝cracks  还有阳台的外墙也有小的cracks,  卖房的人说可能是前一段时间下大雨引起的，想请教一下，如果自己在窗户外装防水布帘子有没有可能防止它继续？如果hoa不让装，还有没有别的办法？
