2006 numbers seem way too low.
There was an explanation from DOS that the roughly 7% per country limit is intended for each category as well as for all categories that are with a statutory quota limit. China's short numbers in EB, is offset by more in Family based and asylum categories. June-4 GC visa numbers taken from China EB3 (as stated by Congress to balance the visa numbers in the Chinese Student Protection Act of 1992) for 15 years may also be a factor.
