1,系里的Dean已经将所有的材料都签字了(包括I-140, I-907 以及 petition letter).我在想如果我的申请不幸被拒了(只是假设,当然不希望被拒了),我可不可以利用这些Dean 已经签好字的材料再递一次申请EB1B?

-Correct. But I am not sure whether USCIS will accept your EB1B I-140 signed by your Dean because this kind of I-140 normally is signed by the HR Director, not the Dean. But the Dean can sign the employment verification letter showing your position is tenure-track one or permanent/renewal one.

2,Dean 非常忙,学校又很官僚,我想 efile我的EB1B 申请到TSC, 因为已经有Dean 签好字的 I-140 和I-907,也就是说学校已经答应这个永久职位的要求了,我可不可以自己上网 efile 而不用再麻烦 Dean (因担心Dean会觉得我出尔反尔)? 其实efile的内容和paper file的内容完全一样,既然 Dean已经签了paper 的I-140,从根本上来说他是不应该反对efile的. 我能不能就按照 Dean已经签好的I-140的内容在网上重新填一次,然后自己certify 填上 Dean的名字? 这样作会有什么法律上的后果吗? 会因此而被撤销已经批准的绿卡吗?
-You can not register an account to efile the EB1B I-140. You need to ask your employer (e.g. HR) to sent up an account online to efile the I-140.
