有全职工作的 业余sole proprietor 被layoff后可以申请失业金吗

我在加州，有全职工作。最近想set up 一个sole proprietary business， 做点自己感兴趣的事。我不会找其他合作伙伴或雇员，所以不会付unployment或disability insurance之类。如果我丢了全职工作，还可以申请失业金吗？还有，如果我的个人business 不赚钱（至少头几年是这样)，我还必须交self employment tax 吗？
