想请教大家

1。想在附近找个人多的地段摆摊，需要到哪里去申请permit吗？

2。申请permit后，可以同时在多个地段摆摊吗？还是只能身上揣着permit在一个地点

3。摆摊可以由非申请人来执行吗？我申请了，朋友站摊，这样可行吗？
