进的那么一点衣服都被海关扣了，请问会收关税吗?

进了45件party dresses，被海关扣了，要商业发票。请问有关税吗，我查了好像中国是享有最惠国待遇，即使是纺织品，也没有关税，是这样吗? 谢谢高手回复，不胜感激!
