我VOID了PAYPAL shipping label, 但没有得到POSTAGE REFUND

我用过PAYPAL 的shipping label，其中有几个邮资打错了，就VOID 掉了。当VOID SHIPPING LABEL 时， PAYPAL 说15天内退邮费，

现在都60多天了，PENDING REFUND 还没有APPROVED。希望大侠出来指点一下，有人有过相关经验吗?
