I do not understand your logic.

The ink include envelope is less than 2 oz weight, so I mailed it as First-Class Mail® Parcel , what's wrong with it? She is in USA.

I have mailed hundreds like this, never have had any problem.

The question is, if postoffce asked her to pay international Express mail cost for it, would she pay for it and ask me to pay her back?
