Ebay monthly invoice

I sold one item around $15 on ebay last Month. I just got an email from eaby saying $3.37 monthly invoice.

What is this? Will it occer monthly even I dont plan to sell any more?

DO I have to close my account if I don't plan to sell to avoid the monthly charge?

Or this charge is only meant for the item I sold last month?
