你在理论上是合理的，但是在EBAY的操作中是不适用的，BUYER在恶霸上买了东西用PAYPAL把钱付给你，你就必须发货。如果对方是骗子DISPUTE NOT RECEIPT或者 Not As Description 你就没有太好的办法了。
