What I understand is: a number of state governments and the biggest retail giants in America are trying to make the congress to establish such a federal rule that reqesting any internet sellers in any states to collect taxes from buyers from any states, that's not good to small retailers like ebay sellers. Tod Cohen sent this message to all ebay sellers to do someting to stop the congress to consider establishing such a federal rule.
