All unpaid work should be counted in dollar amount toward the investment to exchange the interest of partnership. It is unfair for a person paying real dollar but doing a little getting most share of the interest while asking all partners working for no pay.

In one sentence, unpaid work is an investment.

By the way, partner also can be hired. Please check the IRS tax law.
