把缺省语言设置为简体中文就行了

Regional and language options
1.Languages - Check "Install files for east asian lanauges" (It'll prompt you to put in your windows disk) then restart your PC.
2.Still in Regional and language options
Go to Advanced. Under "Language for non-unicode programs" choose Chinese (PRC) then it should do it.
