How to display CHINESE file name correctly, not Chinese

My windows XP can display chinese, but it doesnt recognize CHINESE file name, neither does it display correctly Chinese version software, such as "File, Edit..." drop manu.

I added chinese fonts in control panel->regional and language options, but this problem still exists. Can anyone tell me what to do?
