well, never heard of bios controlling psu fan speed.

anyway, i have the pe 400sc (not the one you have, mine is the older version). been using it as a power desktop, never had any problem.
mine came with a cpu/case 2 in 1 fan, it's variable speed and very quite, it's a celeron of cause. the psu is also quite.

(i'm using a p4 3.2 now with zalman fan)

not sure if 420sc is using the same single fan design. you will have to determine first which fan is loud....
