help, Please

MY machine stoped working properly. The machine can strat up but there is no signal output. The monitor works fine. The hard drive and CD-ROM stopped spinning but they can spin when they are disconnected from the motherboard.

It seemed that the motherboard is out of order. Am I correct? Please give your opinions or suggestions. Thanks.
