My PC won't boot up, please help!

Guru,
1. All fans are spinning
2. Ram led is on.
3. No hard disk spinning.
4. No input signal to the monitor
5. Optical mouse and keyboard don't have any lights on
6. Put in a new CPU.
7. Is it normal that I can't eject the DVD roms?
8. What else can I check?
