I am a beginner for the web development

Please help with following question:
Does anybody know the best way to host a family website?
There are some options I can think of:
1) setup web server with my own systems with internet from ISP with fix ip
2) Buy a domain service and develop my web applications scrash.
3) Pay a account/member fee for framework (blog, etc) provided by some company in which i only need following their steps to setup my website.
