Use LCD monitor to watch TV?

I have a Dell 24" LCD monitor, which has USB ports, VGA connector,
DVI connector, Component video connector, Composite video connector,
and a bunch other ports and features.
Now what kind of tv tuner should I use to connect to the monitor so
I can watch TV? I don't have Cable or Satellite TV.
