many reason are likely to cause this issue, such as the remnant place of c: (system partition) is too less, registry error, hardware issue even virus.

suggestion:
1. clean system partition to free more place for system using.
2. scan virus
3. if above ways cannot solve your problem, i suggest re-install window2000.
4. if re-install OS still cannot solve issue, i think it is hardware problem.
