请问，我没有fixed IP address, 但我想用

dynamic ip address来做我的网页。本来可以找个hosting service,付一点钱的，但是我自己想要用我自己的database。所以，我能否用www.xx.xx.xx.xx(dynamic address).com 来access 我的网页？应为我发现好像我的local dynamic ip 不经常变。（我可以通过local network 来access，但是不能通过internet). 那位能否耐着性子给讲解一下？万分感谢！
