求救高手：如何在英文Windows 2000中使用中文，

在 regional and langue (including its advance option)里， 已选了所有的简体中文支持。

1。安装中文软件时，看不见中文，只见乱码。
2。notepad 里看不见中文，只见乱码。

望哪位大侠，指点方向。多谢
