Double toolbars in Taskbar

I have a problem with my taskbar: the normal icons appear in two toolbars,
and I cannot close them. I therefore have two of everything in the taskbar -
very annoying! This seems to have nothing to do with my Quick Launch or
Language Bar settings.

Can I delete one of them in the registry? This is really infuriating - any help would be gratefully received!
