Chinese IME on Windows ME

OS: Windows ME (been updated to the most recently with Microsoft)

Problem: I downed Chinese (simplified) IME from the Windows Update, and it is listed on the Add/Remove Program. However, the IME just does not show on the language bar.

I also tried to add it from the Control Panel/Keyboard Properties/ Lanuguage/ Input Languages, but the IME is not listed in the Input Languages.

Please help me to activate and use the IME.
