Windows XP network PUZZLE!

I use Time Warner Cable to hook up to Internet. I open the network connect
pop-up window, and see a huge send packets, but very small receive
packets;There is no any other application (not system ones) turning on except
the Explorer,how to explain it? The speed is also limited.

Details:

1) double click the local area connection icon in the Network;
2) In pop-up window (status), at the bottom, "Activity", sent packets
"10,737,418,314,37", but the received is only "12109".

Please help figure out this puzzle!
