You're rt that html run from IIS.
I followed your steps, it showed all are running already.
I tried restart, stop-start, all no work.
It always shows the server and wwwsvc are on or already started.
I unchecked "show friendly HTTP error message" at IE option, it then gives "The requested source is in use".

My new XP comes with SP2, but another PC's XP w/o SP2 doesn't have such problem. So I guess just the ASP file is undisplayable here.
