How to format hard driver?

I want to format my hard driver. Can anybody tell me how to do it? My computer is Dell Inspiron 8200, 60G hard driver. I have Win XP Pro Dell oem. Can I use it to boot computer and install the sysytem after format? How can I allocate hard driver to two partions, one for system and programs and another for data? Please give me detailed instruction cause it is my first time to format hard driver. Thank you.
