WinXP should have 1394 driver

by default. You don't have to install anything. I use two
1394 cards based on VIA chipset and TI chipset respectively.
They work just fine. The only thing you can do is to try
another 1394 card based on TI chipset on your PC to see what
happens. I have never had this kind of problem before.

By the way, why don't you try your 1394 card on a different PCI
slot to see if that make any difference. Good luck.
