help!!!

My computer experienced serious problem(cannot start normally,so I have to formated it and installed Windows Me.When the installation finished Copying steps and restarted the computer, the Power light is green,but the monitor is just blinking.I have to turn off the power and turn it on again,then system tell that I must run it in Safe Mode,Confirm Step-by-Step,etc.However,all lead to It is Safe to Shutdown Your Computer(automatically shut down).
