ie install, please Help!

My IE doesn't work, everytime when I open it, there is only a blank, i tried to reinstall it, in the middle of the install, it tells me it can't continue and asks me to restart the computer, and I did just that, it stoped again and asked me to restart the computer again, then the whole process repeats...

please help, what should I do? reformat the hard disk??
