The problem is that another program keeps creating this dll file everytime you remove it. What I did was using the newest version of Ad-Aware to scan and locate the files and the program that's creating it. It is very important that you do NOT remove anything after scanning. Instead, boot into safe mode where the program that's creating this dll will not be loaded automatically. Then remove dll and the program itself.
This worked for me, at least.
