Please Help Me!!!!!!!!!!!!!!!!

我的电脑开机时经常出现:"Operating System not found."
我该怎么办哪？我买的是旧电脑，只有windows 98 disc.
But I can't format it, I will loose all the Drivers
Can I create any Disc such as rescue disc or recover disc?
